Why can’t the waste just go into a soakaway?

Because of what is in it. Colour, shampoo, product and cleaning chemicals cannot be discharged to a soakaway or a surface water drain, since those run to watercourses. It has to reach foul drainage. Getting this wrong risks enforcement action, and it is one of the corners cheaper installations quietly cut.
