Why are some garden room quotes half the price of others?

Almost always because they cover less. The usual exclusions are the base, the groundworks, the electrical supply from the house, certification, delivery, and sometimes the internal finish. A price for a delivered shell and a price for a finished room are two very different things. When you compare, line the quotes up on what is included rather than what is printed on the front page.
