How do I compare quotes when they are all set out differently?

Take a sheet of paper and write five headings: base, shell, electrics, internal finish, and who certifies what. Work through each quote and mark every line as included, excluded or unclear. The unclear column is usually where the difference lives, and it is a perfectly reasonable thing to ring and ask about.
