Do the electrics need to be certified?

Yes. Installing a new circuit to supply a garden office, garden gym, garden bar or other garden room is notifiable work under Part P in England. It must either be carried out by a registered electrician or notified to building control beforehand. This applies even where the garden building itself is exempt from building regulations, and you should always receive an Electrical Installation Certificate.
