Can you sleep in a SIP garden room?

Only if it has been designed and approved for that. Any building containing sleeping accommodation needs full building regulations approval whatever its size, and the planning position has to be established separately. This is a construction project with paperwork rather than something you achieve by putting a bed in an existing room.
